Elendel City
Elendel was named for Elend Venture, or the Last Emperor as he is popularly known, and is located at the mouth of the Irongate river at the point where it flows into Hammondar Bay. The city is laid out in a circle, divided into eight segments, or Octants, each of which functions as an independent administrative district with their own dedicated constabulary or Police Force.
The Octants are divided from each other by wide, well-constructed canals that meet at the centre of the city and are used for the transport of goods and supplies in and out of the city, these are necessary for the survival of the city, and as a result it is the largest city in the Elendel Basin and in the known world, with a population of about five million people.
Elendel is the centre of government, where the Lord Mistborn ruled during his days, and as a result is the home to a great many of the Noble houses of Scadrial, the area at the centre of the city is known as the Field of Rebirth, the area from which the survivors emerged after the events of the Final Ascension.
Government and Culture
Elendel is ruled by a Senate, from which one-third of the members come from the Noble Houses, one-third come from the richest merchants, and one-third are popularly elected by the Octants. The head of the Senate, in the absence of a Lord Mistborn, is called the Lord Protector, and is chosen by a vote of the Senate members. He need not be a member of the Senate himself, and is usually from among the Noble Houses and more rarely a merchant. The Senate has the power to depose the Lord Protector by a two-thirds vote, and appoint a new one within thirty days with the same number of votes.
The administrative portions of the government are divided into several departments, or Cantons: the Canton of War, the Canton of Geography, the Canton of Economics, etc. Committees from the Senate appoint the leaders of the Cantons, again due to the absence of a Lord Mistborn.
The Noble Houses have a great deal of influence in Elendel on top of their positions in government. The Noble Houses are the largest employers in the city, and most of the factories within and the largest farms without are under their control. The nobility are often patrons of science and the arts, and their weekly enormous balls and parties drive social life and fashion in the city. Noble houses fight each other for privilege and influence in government continually; newcomers to the game of houses often find themselves baffled by old grudges and complex alignments.
Elendel is the home of the largest University in the world, and, as a result, is the home of many scientific advancements, such as its electric street lighting, something only the rich can afford in their homes. Women are permitted to attend the University, though it is somewhat socially frowned upon for them to study certain subjects, such as law or criminal justice.
Since the Day of Return, several Mistborn have attempted to press claims to the Lord Mistborn's throne, though thus far the Senate has refused to hear these claims.

Geography
Elendel occupies one side of the Elendel Basin, nearest the sea. Most of the basin surrounding it is land owned by Noble Houses, though a few independent farmers exist. Food is produced from these farms and used in trade. Within the basin, there are several smaller towns of less import.
